Shiels Obletz Johnsen, Inc. managed the pre-development phase of this $24 million project, including the programming, design, public entitlements and financing phases, and provided project management services during construction. This apartment expansion project in Portland's South Auditorium District offers 198 mixed-income rental units that face a series of courtyards, pedestrian walkways, and the landmark Lovejoy Fountain. A combination of studios, one- and two-bedroom units is featured in five stories of housing over two levels of parking.

This 198-unit project, combined with the older 208-unit apartment tower next door, makes this the densest block of housing in Oregon. The apartments are within walking distance of most areas of Downtown Portland, and many have views of Mount Hood and the Willamette River, or the West Hills. The project pushes the envelope on "mixed-income" housing by offering a full-spectrum of pricing, with income restricted units renting for less than $500 per month and luxury penthouse units renting for over $2,500. The mix has proven successful; in fact, some of the City's lower-income residents now roam the same halls as one of the Portland Trail Blazers.
