Shiels Obletz Johnsen, Inc. provided project management services for this $13 million, 96-unit project in Portland's Old Town/Chinatown District. The project transformed an underutilized, three-quarter-block site that had a surface parking lot and two industrial buildings used for parking into a new six-story structure that includes retail on the ground level, two stories of parking and three floors of housing. The mixed-use project serves a diverse population, with 50% of the units available to low-income residents. Architecturally, the building successfully integrates with the grand masonry buildings that are characteristic of the Old Town neighborhood. Brick is used on the lowest two levels, buff-colored plaster wraps floors 3-5, and a deep red-colored plaster on the sixth floor caps the building. Shiels Obletz Johnsen was responsible for obtaining financing and public support, developing a parking management strategy, and providing construction administration services.
